Evaluation of Conrad Hilton Foundation's Initiative on Chronic Homelessness in Los Angeles


Abt Global is evaluating an initiative by the Conrad N. Hilton Foundation to end long-term homelessness in Los Angeles County, which as one of the largest homeless populations in the nation. Under the initiative, the foundation is supporting efforts to:  

  • Align public and private resources to create permanent supportive housing units;
  • Identify and house the county’s most vulnerable people living on the streets;
  • Ease the transition of chronically homeless persons into housing; and
  • Engage business, community and faith leaders in advocacy.

Through this evaluation, Abt is supporting the foundation in assessing progress in meeting objectives that include far-reaching changes to the structure and capacity of the system for addressing chronic homelessness in Los Angeles, as well as targets for the development of permanent supportive housing and its use by chronically homeless individuals. The study’s principal investigator for Abt is Brooke Spellman.
