An article by Jeffrey Lubell published in the latest edition of the journal Cityscape outlines a series of housing policy tools that local governments can adopt to preserve and expand affordability in neighborhoods experiencing rising rents and property values.  The tools aim to achieve six complementary objectives: (1) preserving existing affordable housing, (2) protecting residents from displacement, (3) ensuring that a share of new development is affordable, (4) generating revenue to support affordable housing, (5) creating incentives for the development and preservation of affordable housing, and (6) acquiring properties for development as affordable housing.
