Abt Leads Decision Support for FCDO Land Governance Programme

Body

Abt Global Britain has been appointed to lead the Decision Support Unit (DSU) of the Land Facility, a new six-year programme funded by the UK’s Foreign and Commonwealth Development Office (FCDO).

Launched in April 2024, the Land Facility is the main component of the FCDO’s umbrella Global Land Governance Programme, which aims to develop a critical foundation for inclusive growth, sustainable land use, and stability in focus regions of Africa, Southeast Asia and Latin America. It will support governments to implement sustained land reform by building capacity and systems in relevant agencies and mobilising the necessary politicalsupport. The Land Facility will work with partner governments to strengthen and/or reform national land administration policy and systems, and promote fit-for-purpose land governance, in line with key principles in the Voluntary Guidelines on the Governance of Tenure, such as the need to recognise and protect all legitimate tenure rights.

The main purpose of the Decision Support Unit is to enhance the impact and cost-effectiveness of the Land Facility by providing advice and offering evidence-based insights. The DSU Supplier has three specific objectives:

  • to support evidence-based, outcome-oriented and value for money-driven decision-making by FCDO and the Land Facility Lead Supplier throughout the inception phase and implementation;
  • to support and enhance effective programme learning and programme adaptation in response to that learning;
  • to promote improved understanding of programme progress and learning and appropriate action in response by targeted global stakeholders.

As lead contractor, Abt Global Britain works in association with Cadmus (UK), iLand (UK) and CIFOR (Indonesia) as well as an extended team of experts and resource partners. This group will apply cutting-edge political economy analysis and Monitoring, Evaluation, Research and Learning (MERL) tactics. The Abt team will develop learning and adaptation frameworks to capture knowledge and learning from across the wider land community and assist the Land Facility to develop effective and sustainable interventions. The Learning Facility-DSU will also help foster a wide community of practice to support cross-country learning and targeted global engagement.
