Emmanuel Malangalila

Chief of Party, Public Sector System Strengthening Plus Project, Tanzania

Bio

Dr. Emmanuel Malangalila is a public health specialist with over 40 years as a leader and manager of large-scale multi-sector development projects in Tanzania. He has served as Chief of Party for three USAID projects, working with senior U.S. and Tanzanian government officials in ministries of health, education, finance, and local government; technical specialists; and stakeholders. In his 20 years at the World Bank, Dr. Malangalila provided technical expertise in health policy, private sector engagement, government institutional structure, and multisector regulatory frameworks.

He has a proven record of building a strategic partnership with the government of Tanzania (GOT) to deliver complex public-sector activities, and his efforts have resulted in the increased availability of medicines and services at health facilities, and lower infant and child mortality.

As Chief of Party of USAID’s Tanzania Public Sector Systems Strengthening Plus project, Dr. Malangalila leads a team of over 100 working closely with the GOT to implement key reforms such as direct facility financing, national health insurance, and improving interoperability between local government and sector-specific systems. He facilitates the effective transition of strengthened public systems from donor funding to GOT funding, provides technical expertise, and leads policy dialogue with the government and other stakeholders in the areas of health policy, strategic planning, institutional structure, and legal and regulatory frameworks.

At the World Bank, Dr. Malangalila supported the government in the establishment of the Tanzania National AIDS Commission; facilitated the capitalization of the Central Medical Stores and initiation of the indent drug system and the drug revolving fund; and supported the government in preparing its Social Sector Strategy and the Health Sector Strategic Plans (I, II, and III). Earlier in his career Dr. Malangalila served as a senior medical officer in charge of Training and Continuing Education at the Ministry of Health, and then as the regional medical officer of Tanga region.
