Cheryl Doty is an economic growth specialist with more than 25 years of experience managing and implementing donor-funded programs across 15 countries in Africa, Asia, Latin America, the Middle East, and Eastern Europe. She has provided technical leadership to programs focused on enterprise development, trade & competitiveness, market system strengthening, agribusiness, food security, and resilience. Doty excels at managing high-profile USAID programs, including indefinite delivery, indefinite quantity (IDIQ) contracts, and blanket purchase agreements (BPAs). She is skilled at establishing strategic relationships with high-level government officials, implementing partners, non-governmental organizations (NGOs), and the private sector. Doty has a strong track record of leading the capture, design, and development of winning USAID proposals.
As Director for Economic Growth, Doty develops and executes a client account plan and growth strategy for economic growth programs. She oversees marketing, pipeline development, bid strategy, and execution; advises on bidding decisions, and writes high profile strategic bids. Doty works across divisions to develop and highlight innovative technical approaches, methods, and tools that leverage Abt’s service offerings in market systems strengthening, workforce development, food security, private sector engagement, gender, and youth. She drives internal understanding of client strategies, budgets, programming, and priorities to inform competitive positioning and strategy development. Doty supports thought leadership efforts and provides technical oversight of projects, research, and proposals in the economic growth sector.
Before joining Abt, Doty served in leadership roles at Chemonics, DAI, and RTI where she provided strategic vision and direction to more than $180 million in USAID-funded economic growth programs, including Kenya Crops and Dairy Market Systems, Mongolia EPRC, Poverty Reduction by Increasing the Competitiveness of Enterprises in Bangladesh, Albania Competitiveness and Enterprise Development project ($10 million), Moldova Competitiveness Enhancement and Enterprise Development, and West Bank Gaza Compete. In Kenya, she oversaw a $10 million research agenda focused on root causes of persistent acute malnutrition in Kenya’s arid and semi-arid lands. In Cambodia, Doty managed a team of trade economists to assess the benefits of participation in the Trans-Pacific Partnership. The analysis assisted the Government of Cambodia with decision-making related to the trade agreement.
