Jeff Whitley

Bio

Jeff Whitley is senior director of data science and analytics with over 26 years of experience in healthcare analytics, information systems, and project management. He has collaborated with federal agencies including the Centers for Medicare and Medicaid Services (CMS) and commercial and state organizations, delivering pioneering solutions and strategic planning. Whitley’s proficiency in data systems oversight and health solutions insights have influenced national health policy, fostering efficiency and growth in dynamic environments.

At Abt, Whitley leads the management of traditional and advanced analytics delivery in U.S. domestic markets, with a focus on health-focused accounts and agencies. He oversees the continuous modernization of Abt’s analytics operating model to address client needs, including the management of domain expertise in client data, programs, and data technology platforms. He leads the ideation, development, and delivery of differentiated analytics products and solutions that meet prospective client needs. And he defines solutions architectures for AI-ready, integrated data solutions that combine leading-edge hardware, software, networking, storage, and differentiated data products to build integrated analytics solutions.

Before joining Abt, Whitley directed resource management of Mathematica’s Health Solutions Insights division, where he oversaw over 160 technical personnel. As director for data analytics at Mathematica, he led systems and programming migrations, increased automation, oversaw the technical quality of deliverables, managed project security, and led technical staff.

At the Health Services Advisory Group, Whitley played a pivotal role in the 2018 Impact Assessment of CMS Quality and Efficiency Measures. He also served in a variety of roles at General Dynamics, including senior business intelligence manager. Whitley also worked for Buccaneer, ViPS; Iowa Foundation for Medical Care; Becton Dickinson; Group Benefits Services; Kennedy Krieger Institute; and University Pharmaceuticals of Maryland.
