Juan Carlos Alegre has more than 25 years of experience designing and managing monitoring, evaluation, and learning (MEL) systems for global health and other development programs implemented in complex settings. He applies state-of-the-art MEL tools and approaches in a variety of health areas, including maternal, newborn and child health; nutrition; water, hygiene, and sanitation; global health security; and health systems strengthening in development and conflict environments. He also has worked with infectious diseases programs such as malaria, HIV/AIDS, one health, and tuberculosis. He has held leadership positions for global USAID-funded health projects. And he has experience as an in-country evaluator and trainer in sub-Saharan Africa, Asia, Eurasia, and Latin America and the Caribbean.
As senior director, monitoring, evaluation, and learning, Alegre serves as a member of the Research, Monitoring & Evaluation capability leadership team. He performs a mix of activities, including talent management, solution development, delivery, demand generation, and supervision. As the leader of Abt’s Monitoring sub-capability, he oversees the implementation of MEL methods and innovative approaches for measuring performance, achieve equitable results and use adaptive management for optimal implementation. Alegre also serves in project delivery roles such as project quality reviewer, principal investigator, and MEL Advisor.
Before coming to Abt, Alegre served as MEL director for health at The Palladium Group. He provided global leadership for Palladium’s health programs to increase use of high-quality health data and information to enhance organizational performance, decision making, and health outcomes and impact. Before that, he was lead consultant for Alegre Associates, leading strategic and tactical planning for MEL consulting services for international development programs. Alegre previously worked for International Business & Technical Consultants, Inc., Management Sciences for Health, Tufts University School Of Medicine, Save The Children Federation, Inc., Project Hope, and the National Association of Latino Elected and Appointed Officials.
