Dr. Tara Reed has over 20 years of experience in strategic system-level design, project delivery, and leadership. As a trained behavioral health professional, she has worked extensively in the fields of homelessness, child welfare, juvenile justice, substance use, and mental health. During her tenure at Abt, Dr. Reed has led multiple technical assistance projects with U.S. Department of Housing and Urban Development (HUD) and U.S. Department of Veterans Affairs (VA) -Homeless Programs Office (HPO) and Supportive Services for Veteran Families Program (SSVF). Her work has been focused on human-centered design, program practice implementation, community engagement, capacity building, and transformative action to build more efficient, accountable, and sustainable systems.
As Vice President within the Chief Solutions Organization, Dr. Reed leads Abt’s strategy to advance our mission for fairer futures for all in partnership with communities, state, local, federal, and global clients. She manages a team of over 35 technical assistance practitioners and research scientists. Her team focuses on building and integrating respectful technical delivery practices alongside responsible research and monitoring approaches in our health, public health, housing, human services, environment and natural resources, and global development markets.
