EPA State and Local Climate and Energy Program

The Challenge

The EPA State and Local Climate and Energy Program offers free tools and technical resources to help states pursue their energy goals while promoting job creation and economic growth. 

One of the program’s cornerstone resources, the State Energy and Environment Guide to Action, equips policymakers and community leaders with practical strategies to advance energy solutions that are tailored to states.  

The Approach

Abt, in partnership with the Regulatory Assistance Project and Marti Frank, provided technical support to EPA in developing this critical resource. Our team conducted an extensive review of state legislation, regulatory proceedings, and other technical materials to create comprehensive Guide chapters, informed by industry stakeholders. Each chapter showcases proven strategies for state-level energy policy design and implementation, ensuring states have the tools needed to succeed. To ensure accuracy and relevance, Abt worked closely with expert reviewers and incorporated feedback from industry leaders.

The Results

The EPA Guide offers a practical roadmap for state agencies, energy departments, legislators, electric utility regulators (e.g., public utility commissions), and other policy makers to accelerate and strengthen energy infrastructure and economic growth.
