In Mongolia, Abt Global helped the State Privatization Commission understand the impact of an emerging market economy on the state-owned housing stock.  An Abt Global team helped develop a strategy for the privatization of the 48,000-unit state-owned housing stock in the capital city of Ulan Bator.  The team worked with new financial institutions, as well as the traditional city government and local housing management institutions, to analyze major issues such as land ownership, unit valuation, regulatory framework, legislation, and a historically-based housing concept that does not remotely contemplate a functioning private real estate market.  Housing officials in the photo explain the government-owned and operated utility services (electricity, hot water, cold water) provided to a housing complex in Ulan Bator.
