Frank Divita has extensive experience in contract management, project management and technical support to the U.S. Environmental Protection Agency (EPA). Divita has more than 15 years of EPA experience performing and managing technical studies of air pollution issues, with a focus on the development of control strategies, emissions inventories, air quality, and control cost analyses for criteria, hazardous air pollutants and greenhouse gases. He has successfully managed seven multiyear support contracts and more than 120 work assignments under a variety of EPA Office of Air Quality Planning and Standards (OAQPS) contracts. He is the author of several technical documents to support OAQPS in their analyses of Clean Air Act requirements to perform Regulatory Impact Assessments for these rules.

Dr. Jenna Jadin is an ecologist with 15 years of experience in climate adaptation, mitigation, and land rehabilitation in the agriculture and forestry sectors. She has worked with both national and local governments, academic institutions, non-governmental organizations, and United Nations (UN) system organizations in the U.S., Indonesia, Afghanistan, Thailand, Cambodia, Montenegro, Djibouti, Azerbaijan, and most recently Ukraine. With these institutions, she has provided technical advice, capacity building, curriculum development, and hands-on implementation support. She has also led and supported project management and design for the Global Environmental Facility (GEF), the Mitigation Action Facility (MAF) and bilateral donors and has led fundraising and strategic science-focused communications for NGOs and the UN.

Colleen Grogan Moore has over 30 years of experience implementing community development and housing-based programs in collaboration with state and local governments and nonprofit organizations. She has expertise in providing technical assistance (TA) and training, including to recipients of Department of Housing and Urban Development (HUD) community development, housing, and homeless program funding. She has experience building strong relationships with state and local program grantees and managers and supporting communities in effectively using resources.

Francoise Armand is a portfolio manager and senior private sector adviser providing technical leadership and support in international health.She is responsible for supporting Abt’s private-sector health portfolio, and oversaw the DFID-supported Zambia Scaling Up Family Planning project. Armand has expertise in the area of market-based strategies for health, including total market initiatives under the USAID-funded Strengthening Health Outcomes through the Private Sector (SHOPS) project. She has more than 15 years of program management expertise in global health, with a focus on family planning and reproductive health, HIV and AIDS, tuberculosis, malaria and maternal and child health.

Dr. Tara Reed is a leading expert with over 20 years of experience in community, program, and system level leadership. Her work has focused on system design, capacity building, participatory research, meaningful community engagement, cross-cutting approaches, and transformative action. 

Laurent Nkera Iyikirenga is a biologist, medical entomologist, teacher, and public health professional with 24 years of experience working in vector control. He has contributed to large-scale projects that include increasing national capacities to collect, analyze, and use entomological data to inform malaria prevention and control programs. He has worked with malaria-control authorities in Rwanda, Burundi, Benin, and Sierra Leone.

Midori de Habich brings 25 years of experience leading and implementing development activities in low- and middle-income countries (LMIC), including two years serving as Minister of Health, and 10 years as a Chief of Party of USAID-funded projects in her native country of Peru.de Habich is the technical director for the Abt-led, USAID-financed Local Health System Sustainability Project (LHSS), which supports government efforts to improve access to quality care for poor, underserved, and socially excluded populations in LMICs. de Habich helps country teams to think creatively about new solutions and approaches. She ensures that the project’s collaborative approach to working with local government partners is applied wherever LHSS works. She also oversees the global technical expert pool, coordinates cross-project learning, and is responsible for the quality assurance of technical approaches and major project deliverables.

Meghan Lynch, Sc.D., is an accomplished manager of cross-disciplinary teams, with 20 years of experience specializing in toxicology and human health risk assessment. She is skilled at interpreting, evaluating, and communicating toxicological and epidemiological information for hazardous substances. She has managed a variety of projects for ATSDR, OSHA, EPA, and nonprofit agencies. These include leading tasks requiring the synthesis of toxicological information and risk assessments, and performing both probabilistic and benchmark dose modeling. The results of these projects have been subject to peer review. Lynch has also provided memorandums and analyses supporting risk assessments and addressing industry comments, which have been used to support plaintiffs in litigation for chemical contaminants.
