After a few years in the commercial market, she began her 26-year career in designing social marketing campaigns, public health education materials, and consumer advocacy programs for the federal government.  A hallmark of her expertise, Ms. Sabol brings a blend of strategic thinking, evidence-based insights, and target audience positioning to develop robust multimedia campaigns and digital products.

Debra Kemp Fleischer is a certified Project Management Professional (PMP) with 25 years of experience supporting federal programs. She applies her background in environmental science and policy with communications expertise to inform and engage stakeholders about regulatory and voluntary programs. She has led the development and implementation of multi-media communications strategies for a variety of audiences, including non-profit organizations, industry, environmental groups, and federal staff. She has experience with plain language writing, message development, and risk communication. 

Jessen Carroll is a human resources (HR) professional with more than 20 years of experience overseeing all aspects of HR, organizational communications, governance, and administration functions. She has experience leading organizational integrations and change management efforts. She also has operations management, business analysis, business process improvement, and project management experience. She can balance tactical day-to-day operational needs with a strategic grasp of long-term business objectives. 

Kirsten Schroeder is an executive with more than 15 years of experience in solution delivery, business development, account management, and sales. She has extensive experience leading development and delivery of digital, cloud, cognitive, risk management, and analytical solutions that enable clients to add value to business operations and improve market differentiation and customer satisfaction. She has worked with clients at the federal, state, and local levels to deliver mobile, analytics, Watson/cognitive, and cloud solutions.

Qing Zheng, Ph.D., MHSA, is a health economist with over ten years of experience working in health services and policy research. His primary research interest is in healthcare quality and costs, with a focus on post-acute care, long-term care and population aging. Dr. Zheng has expertise with quantitative methods and econometric models to design and conduct program evaluations as well as implementations of innovative payment models. In addition, he has extensive experience in managing and analyzing real-world healthcare data such as Medicare claims, clinical assessments, survey data, and Medicare cost reports.

In his career as a senior finance and operations executive, Rehberger most recently served as the Senior Vice President, Chief Financial Officer of Engility, a Virginia-based government contractor.  He held similar positions with TASC from 2010 until its merger with Engility in 2015.  Rehberger helped guide both companies as the government industry cycled through a severe downturn and recovery, counseling the Board of Directors regarding strategy, enterprise risk management, cyber security, and compensation.  He previously held executive positions with telecommunications firms XO Communications and MCI. In 2017, Virginia Business awarded Rehberger the Virginia CFO of the Year award for his outstanding commitment to financial stewardship and dedication to the success of Engility.

Gerald Adolph is an expert in growth strategy, acquisition strategy and merger integration planning for corporate and mission driven organizations. He led the Global Mergers & Restructuring Practice and was elected senior partner over a 35-year career with Booz Allen Hamilton and its successor strategy companies.Adolph was one of the lead practitioners and developers of Booz's very successful capabilities-driven approach to strategy.  During his consulting career he has primarily focused on assisting clients with growth strategies, new business development, innovation strategy and business redefinition. He often works with companies/entities undergoing very significant industry disruption.

Ellen Bobronnikov has extensive research and evaluation experience in educational and social policy in both domestic and international contexts. Her focus includes project management, evaluations of federal and local programs, and the provision of technical assistance. She has experience conducting impact, implementation, and process studies.

John St. Clair has more than 25 years of operations and finance experience, with a focus on global operating models, project excellence, business process improvement and driving transformational change to scale organizational impact. He has a proven record of success leveraging global business and financial acumen with cross-disciplinary expertise to develop and execute strategic business plans, programs, and initiatives across countries and cultures.  St. Clair brings valuable perspectives from his extensive experience driving operational improvements across projects, regions and headquarters teams in the international development field.
