Dr. Anna Koehle is a senior associate with 20 years of experience working in local, state, and federal child welfare programs and services. Dr. Koehle is a Human Services Board-Certified Practitioner (HS-BCP) and a Certified Clinical Trauma Professional (CCTP). Her evidence-to-practice approach to child welfare technical assistance and innovation has allowed her to contribute to systems improvement across the country. Dr. Koehle has lived experience as a foster and adoptive parent and focuses her work on the needs of Black children and families involved with the child welfare system. Her experience includes federal child welfare technical assistance, state child welfare quality assurance, child welfare contracts and grants administration, and human services nonprofit leadership.

Judith A. Alamprese has more than 35 years of experience directing research, evaluation and technical assistance projects in adult education and workforce development. Trained as a sociologist, she has focused on system and individual-level interventions to promote the social and economic well-being of low-skilled adults and at-risk youth. For 18 years she has led the division’s adult learning practice, where her work has ranged from leading rigorous evaluations of innovative practices in basic skills instruction to designing state-systemic change initiatives in career pathways.

Dr. Isabel Ana Nhatave has over 20 years of experience implementing STI/HIV/AIDS; family planning; maternal, newborn, and child health; and cervical cancer programs with a focus on health system strengthening. Dr. Nhatave has worked with national, provincial, and district-level governments and with local health facilities to build health system capacity, including health service management, human resources for health, supply chain management, and quality improvement processes. She has successfully advocated for the establishment of technical working groups and quality improvement and management committees and directorates across health areas within the Mozambique Ministry of Health.

Hoai B. Huynh has more than 25 years of experience in energy, environment, engineering, policy, and program management in the U.S. and internationally. He has worked in the U.S. government, consulting, aerospace and defense industry, and non-profit sectors. He also has had experience leading corporate strategy and growth efforts at Abt Global, Deloitte, AECOM, ICF, and CDM Smith. He has worked for such clients as U.S. Agency for International Development (USAID), Millennium Challenge Corporation, the World Bank, U.S. Environmental Protection Agency (EPA), and the U.S. Trade and Development Agency.   

Dr. Emmanuel Malangalila is a public health specialist with over 40 years as a leader and manager of large-scale multi-sector development projects in Tanzania. He has served as Chief of Party for three USAID projects, working with senior U.S. and Tanzanian government officials in ministries of health, education, finance, and local government; technical specialists; and stakeholders. In his 20 years at the World Bank, Dr. Malangalila provided technical expertise in health policy, private sector engagement, government institutional structure, and multisector regulatory frameworks.

Liam Ristow is a mixed methods evaluator with 20+ years of evaluation experience in the areas of K-12 and postsecondary education, services for disconnected youth, and community-level change initiatives addressing health and homelessness. He has extensive experience designing and conducting complex multi-year implementation and outcome evaluations for clients at the federal, state and local levels. Ristow brings particular expertise in design of data collection protocols, qualitative data collection and analysis, and development of relevant, actionable evaluation reports.

Paulina Giusti is a pediatrician with over 30 years of managerial and clinical experience in the public health sector in Peru. She has been Vice Minister of Health, Chief of Staff for the MoH, Head of a government public health project to improve maternal and child health, among other positions. She has deep experience in health systems strengthening, being part of the design and initial implementation of a health sector reform in Peru between 2012-14. She has worked with high and mid-level authorities, international cooperation and with local healthcare providers.

Didar Ali Didar is technical advisor for monitoring, evaluation, research, and learning (MERL) in Abt’s International Technical Practice (ITP). He has more than 10 years of experience in MERL, project design, and management in the areas of agriculture, food security, economic inclusion, civil society, governance, health, and education. He also has experience in women’s rights advocacy, including designing and implementing advocacy plans and organizing national and international events.

Miguel Pulido is a dentist with more than 20 years of national and international work experience promoting and implementing social, financial, and economic policies in the health sector. He has worked domestically at the Colombia Ministry of Health (MOH) with several departmental health secretariats and internationally on health projects with the Inter-American Development Bank and United Nations Development Programme in Panama, Guatemala, and Honduras. He was also the director of the US-based non-governmental organization Te Doy Foundation, working with HIV orphans in Africa.

Alan McCagh has more than 20 years of experience in complex program management and technical oversight for government institutional strengthening, economic development, community development, democratic governance, and in the law and justice sector. A former senior Western Australia police officer, Alan has expertise in institutional strengthening of the police, courts, and prisons. He also has experience with grant-making facilities to improve community access to legal aid, policy dialogue, research, and crime prevention.
