Alan McCagh

Director, Bougainville, and Kokoda Initiative Partnerships, Papua New Guinea

Bio

Alan McCagh has more than 20 years of experience in complex program management and technical oversight for government institutional strengthening, economic development, community development, democratic governance, and in the law and justice sector. A former senior Western Australia police officer, Alan has expertise in institutional strengthening of the police, courts, and prisons. He also has experience with grant-making facilities to improve community access to legal aid, policy dialogue, research, and crime prevention.

Alan has been director of the Bougainville Partnership (BP) and Kokoda Initiative Partnership (KIP) in Papua New Guinea since 2016. For the BP, he leads a team of 65 with an annual budget of AUD $20 million. He supports activities to improve government accountability and effectiveness; achieve sustainable economic growth; and promote peace and security. For KIP, Alan leads a team of 15 with an annual budget of AUD $5 million. He manages activities to keep the Kokoda Track open and safe, benefit track communities, and protect the area’s biodiversity.

For the Justice Initiative Facilitation Fund (JIFF) project in Vietnam, Alan led a team of eight with an annual budget of AUD $5 million. He managed distribution of 84 grants to 53 NGOs and achievement of targets in areas ranging from awareness of legal rights to evidenced-based research. For the Cambodia Criminal Justice Assistance Program, Alan led a team of 22 with an annual budget of (AUD) $7 million to implement institutional strengthening reforms in the police, courts, and corrections departments. The program helped 21 NGOs implement grass-roots programming to prevent crime and support crime victims and built justice, health, and housing structures.
