Diu Nguyen

Chief of Party, Local Health Sustainability (LHSS) Project, Vietnam

Bio

Diu Nguyen joined Abt Global in 2015 and has significantly contributed to the oversight and implementation of three successive health financing projects in Vietnam. She has over 18 years’ experience delivering technical assistance in public health and development in Vietnam in the following areas: health systems strengthening and health financing, social health insurance (SHI), HIV/AIDS, drug dependency treatment and harm reduction, reproductive health for migrant workers, and poverty reduction for ethnic minority groups. Nguyen is an energetic and proactive leader who has collaborated with and strengthened the capacity of stakeholders across the Ministry of Health (MOH) and Vietnam Social Security (VSS).

Currently she serves as Chief of Party for  the Local Health System Sustainability Project Vietnam Activity, which is implementing a five-year program designed to strengthen the Government of Vietnam’s (GVN) capacity to sustainably manage holistic HIV and TB programs and mobilize domestic funding for health. In its first year of implementation, Nguyen and her team provided the GVN with technical expertise in health system strengthening, including the development of key policies such as the revision of the SHI Law project and development of electronic logistic information system management for SHI drugs.

Previously, she served as a technical specialist on Abt’s Health Finance and Governance project where she coordinated with the MOH to develop critical health policies, including centralizing procurement of antiretroviral medicines through social health insurance and providing co-payment subsidies for people living with HIV. Additionally, Nguyen served as the PEPFAR task force manager and expanded access to critical HIV treatment. She supported domestic resource mobilization for HIV through the development of the National Strategy for HIV response and other mechanisms to strengthen the GVN’s sustainability in HIV service delivery and treatment.
