Her focus is providing technical assistance to healthcare systems and clinicians to drive quality improvement through learning and implementing the skills of measure development, implementation, benchmarking, analysis, and report writing.

Shelly Spoeth brings more than 25 years of strategic communication and social marketing experience to tackling complex health and social issues.  She  worked for a decade with pharmaceutical and biotechnology clients while at public relations firms including Ketchum, FleishmanHillard and Cohn & Wolfe. She then worked as a consultant for government and nonprofit clients, including the Centers for Disease Control and Prevention (CDC), on behavioral change challenges ranging from HIV/AIDS to COVID-19. Spoeth has implemented, evaluated, and managed dozens of projects that improved health outcomes. Her capabilities include formative research and digital outreach.

Alan White is a nationally renowned health economist, highly respected for his rapid response to clients’ complex information and research needs with data-driven, creative solutions. As the senior health economist for the Health Policy Practice, he leads high-profile projects and guides the practice’s health economists.

Lisa Tarantino has 25 years of experience designing, managing, and evaluating complex global health and development programs. She has managed global, regional, and national initiatives for health finance, system strengthening, and private sector financing in 20+ countries. Lisa is a thought leader in sustainable approaches that enable transition from development partner support. Lisa has been a professor and advisor to the Columbia University School of International and Public Affairs’ Economic and Political Development program and the Johns Hopkins’ School of Advanced International Studies’ International Development program.

Tarekegn Abate Biru has more than 25 years of experience working in the Ethiopian health, finance, and economic development sectors. He has held senior positions on USAID projects and in government.As a health care financing expert, Biru has provided technical support in planning, implementing, and assessing the implementation of health care financing reforms throughout Ethiopia. This includes training and supportive supervision to strengthen the capacity of decision-makers and front-line implementers at all levels of the health system.

Kelly Batsiokis is a management consultant with 20 years’ experience in the education, health, and human services sectors. She has worked in areas ranging from health promotion and adult education to business case development to monitoring and evaluation of health programs. She has worked for non-government organizations and public and private organizations.Kelly has led or contributed to approximately 30 projects, including a diverse range of reviews, evaluations, and business planning projects spanning local, state, and Commonwealth government organizations. Her project roles included project management, reporting, survey development and analysis, literature reviews, stakeholder and consumer interviews, focus groups, workshops, and analysis of qualitative and quantitative data.

Leulseged Ageze is an economist with nearly 20 years of experience directing health sector reform and health care financing technical assistance activities in Ethiopia. His technical expertise includes health insurance, fiscal decentralization, strategic planning, and policy development.Leulseged has provided technical assistance and leadership for four USAID health financing and health systems strengthening projects. One of his most significant contributions has been supporting the introduction and expansion of community-based health insurance and other health care financing reforms in Ethiopia. These reforms have mobilized resources to the health sector, strengthened health facility governance, and improved the quality, accessibility, and utilization of health services.
