Graham Teskey, based in Canberra, Australia, is the leader of Abt Global’s Global Governance practice. He serves as a resource on the governance aspects of international development, leads or supports engagement with major clients, and is building Abt’s thought leadership and reputational capital in governance.Before joining Abt, Graham was the principal governance specialist for the Australian Department of Foreign Affairs and Trade (DFAT), where his role was to advise DFAT on its governance and public sector programs in its international aid program.

Dr. Michael Plotzke is a senior health economist with expertise in the area of Medicare payment policy, the organization of healthcare providers and quality measurement. His work typically involves the analysis of large datasets such as Medicare claims, assessment and enrollment data. Dr. Plotzke serves as principal investigator for multiple projects with the Centers for Medicare & Medicaid Services.  On the “Home Health Prospective Payment System and Hospice: Analysis Support and Monitoring” project, Dr. Plotzke leads a team of researchers in analyzing trends in Medicare hospice and home health usage and constructing large-scale payment reform options for both benefits.  Dr. Plotzke also leads the “Evaluation of the Medicare Care Choices Model” project that evaluates a new payment model for end-of-life care that is being tested with 141 hospice providers.  This project involves analysis of existing administrative data and collection of new data through surveys of caregivers, surveys of hospice providers and in-depth case studies of hospice providers participating in the model.

Qing Zheng, Ph.D., MHSA, is a health economist with over ten years of experience working in health services and policy research. His primary research interest is in healthcare quality and costs, with a focus on post-acute care, long-term care and population aging. Dr. Zheng has expertise with quantitative methods and econometric models to design and conduct program evaluations as well as implementations of innovative payment models. In addition, he has extensive experience in managing and analyzing real-world healthcare data such as Medicare claims, clinical assessments, survey data, and Medicare cost reports.

Julie Sabol started her career in advertising and product placement for Macy's. After a few years in the commercial market, she began her 26-year career in designing social marketing campaigns, public health education materials, and consumer advocacy programs for the federal government.  A hallmark of her expertise, Ms. Sabol brings a blend of strategic thinking, evidence-based insights, and target audience positioning to develop robust multimedia campaigns and digital products.

Dr. Heinrich Hock is an economist with 19 years of experience conducting research on labor, education, disability, and social insurance. His work focuses on producing results that help policymakers and program staff understand program outcomes for priority populations and research-based options for improving outcomes. He develops rigorous and feasible plans for research designs, data collection and analysis, and dissemination of findings.

Kate Durocher has more than 25 years of experience in marketing and communication. The first half of her career focused heavily on digital marketing and activation for consumer and pharmaceutical brands when she worked at advertising agencies and as a marketing director for WebMD. For the past decade she has focused on public health communication and community engagement for federal clients. 

Austin Gooden is a software architect at TSPi, a Division of Abt Global, with 6 years of experience delivering innovative software solutions in the public sector. With expertise spanning the entire Software Development Life Cycle (SDLC), Gooden has worked across a broad range of technologies, from Low-Code/No-Code platforms to legacy frameworks and multiple programming languages.  He has successfully delivered a variety of solutions for the U.S. Federal Government that enable systems to adapt seamlessly to congressional mandates, agency policies, and program definition, all while achieving the mission objectives of the IT initiative.

Diane Fraser started out working in art departments for a marketing product manufacturer in high school and a consulting firm in college. After college, she began a career in non-profits, where she developed and managed communications, public relations, fundraising, and events.
