Request for Proposal: FPSP_RFP_2024-1 Travel Management Services
Background
The Fiji Program Support Platform (FPSP, also referred to as the ‘Platform’) is an Australian Government Department of Foreign Affairs and Trade (DFAT) funded initiative. Commencing from January 2025, it will contribute to the delivery of Fiji’s national development priorities, in line with Australia's International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:
- The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
- The Platform has prioritised gender equality and disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji agencies.
- The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance and public diplomacy, effective decision making and risk management.
Australia’s Department of Foreign Affairs and Trade (DFAT) has contracted Abt Global to implement the Fiji Program Support Platform (FPSP). Abt Global is a mission-driven, global leader in research, evaluation and implementing programs in health, social and environmental policy and international development.
The Fiji Program Support Platform will operate until 30 September 2029, with an option to extend further 4 years.
FPSP undertakes business in Fiji, the broader Pacific region and Australia. The business activities require a high level of travel and mobilisation/demobilisation of personnel both domestically and internationally.

Scope of Services
Abt is seeking the submission of a proposal by a suitably equipped, Fiji-based travel management company (TMC) to undertake the management of its business travel portfolio and assist in the various functions of travel booking, reporting, policy management and account management.
Abt is seeking to partner with a competent TMC that has experience providing similar services to organisations comparable to Abt (international development/aid/NGO etc.) and extensive global experience and reach in full ticketing and reservation services for all commercial modes of domestic and international travel, via an online booking tool and full service agent services.

Request for Proposal: Gender-Responsive Innovations for At-home Aged Care in Vietnam – IW-RFP-2024-12
Abt Associates Pty Ltd trading as Abt Global (ACN 091591294) is managing Investing in Women (IW), an initiative of the Australian Government. IW 2023-2027, will sustain and advance the Australian Government’s commitment to accelerate women's economic equality in Southeast Asia through by helping women thrive in the workplace and succeed in business.
Through this RFP, IW is looking for a partner to implement the Gender-Responsive Innovations for At-Home Aged Care Initiative in Vietnam, which aims to build the evidence base on gender-responsive, private sector-led solutions that can improve the quality of at-home care for older adults in Vietnam while supporting the rebalancing of women’s responsibility for unpaid care work.
To be eligible to respond to this RFP and to receive IW funding, you must:
- Be a legal entity/organisation (individuals are not eligible to apply) with existing presence in Vietnam, including, but not limited to, for profit and not-for-profit entities such as incubators, accelerators, impact investor network, ecosystem builders;
- Hold the legal right and all necessary approvals to implement this program activity in Vietnam;
- Have demonstrated connections with businesses based in Vietnam engaged in developing offers on gender-responsive at-home aged care (this could include early stage, established and looking to scale, existing business considering adaptation of services to this segment); and
- In the case of a consortium consisting of multiple legal entities, IW will only enter into a contract with one legal entity (the Lead Organisation). The Lead Organisation is expected to arrange the contractual arrangements with the other consortium members.

The Program
The Australia Timor-Leste Partnership for Human Development (PHD) is a 10-year program (May 2016 - May 2026) funded by the Government of Australia and implemented by Abt Global. The partnership is dedicated to improving the wellbeing of Timor-Leste’s people and increasing their ability to contribute to the nation’s development. PHD focuses on strengthening government systems to deliver higher-quality primary healthcare and basic education and advance disability inclusion and gender equality. These investments contribute to achieving Timor-Leste’s Strategic Development Plan 2011–2030.
The ATLPHD Health Program in association with the Ministry of Health of Timor Leste is seeking to construct the following:
LOT 1: Minor Maintenance and Rehabilitation at targeted health facilities in Atsabe (CHC Atsabe & Maternity Unit).

Scope of Services
Abt Global (Abt) in Fiji are seeking a Contractor to provide a range of Employee Assistance Program (EAP) services to staff on the DFAT funded program Fiji Program Support Platform (FPSP).
The Contractor (EAP Service Provider) will offer Counselling Services to company staff, addressing work-related issues including but not limited to communication challenges, workplace relations, providing support for critical incident management, and support for personal issues such as mental health and wellbeing, domestic violence, community obligations, substance abuse including drug and alcohol.
