RFP: APEP-2025-05 - EmployAbility – Employment Opportunities for All

Overview

The Australia-PNG Economic Partnership (APEP) is assisting the Government of Papua New Guinea to create a stable and more prosperous country. APEP is the main coordination point through which Australia delivers its economic development aid to PNG and the Australian Government is committed to delivering APEP in accordance with the principles of integration and alignment with PNG’s economic sector policies, systems, and processes.

APEP has five End of Program Outcomes (EOPOs) that are expected to be achieved:

EOPO 1 - Safeguarding Macroeconomic Stability

EOPO 2 - Strengthening Public Financial Management for Improved Service Delivery and Inclusive Growth

EOPO 3 - Supporting More Efficient and Inclusive Markets

EOPO 4 - Fostering Inclusive Growth and Expanded Livelihoods

EOPO 5 - Catalysing Economic Research and Dialogue

APEP is a multi-sector investment which positions gender equality, disability and social inclusion, women’s economic empowerment, climate change, and economic dialogue and open government, as cross-cutting objectives across all engagement areas.

The Efficient and Inclusive Markets pillar seeks to address common bottlenecks within the business environment, while focusing on inclusive growth and increasing economic opportunities for women, marginalised groups, and rural populations. 

The EmployAbility project will work with key partners in the private sector and civil society to drive sectoral reform and increase the number of persons with a disability in formal employment in PNG.

Scope of Services

APEP is seeking to engage a firm to work with stakeholders to prepare case studies on disability employment in the formal sector and develop and launch an ‘EmployAbility’ toolkit that provides guidance and recommendations for employers on how to improve inclusion and accessibility in the workplace, for both employees and customers. The subcontractor will also deliver work readiness training and organize work placements for persons with a disability.
