Dr. Reerink has more than 25 years of experience in promoting gender equality and social inclusion in international development, with a strong focus on the Asia-Pacific region. She is currently leading Abt Global’s equity and localization efforts in Australia’s international technical practice. With degrees in international relations and international development, she has designed and implemented interventions to promote better outcomes for women, girls, and other marginalized groups in international development programs. Her work has included stand-alone equity programs as well as equity mainstreaming, with a strong focus on intersectional approaches.

Kate Greene is a project director with extensive experience in planning and implementing complex donor-funded health programs in health systems, global health security, human resources for health, and HIV/AIDS. Her diverse experience includes managing and overseeing health professional regulation and accreditation activities in Cote d’Ivoire, Eswatini, Haiti, and Jordan; designing and managing Ebola preparedness efforts in Guinea; and providing technical oversight to Global Health Security Agenda (GHSA) initiatives in Cote d’Ivoire, including the development of the country’s first National Health Security Plan.

She has over 18 years’ experience delivering technical assistance in public health and development in Vietnam in the following areas: health systems strengthening and health financing, social health insurance (SHI), HIV/AIDS, and drug dependency treatment and harm reduction. Nguyen is an energetic and proactive leader who has collaborated with and strengthened the capacity of stakeholders across the Ministry of Health (MOH) and Vietnam Social Security (VSS).

Dr. Karen Gray-Adams is an educational psychologist with nearly 25 years of experience in research and technical assistance. She provides capacity building and technical assistance on K-16 education and other policy issues, strategic planning, and mixed-methods research. She is a team leader and researcher who engages partners and helps build capacity to create solutions at the local, regional, state, and national levels. She also works directly with community-based organizations, providing one-on-one coaching in holistic and participatory evaluation methods.

Natalie Matthews has over 15 years of experience in the field of homelessness, with a focus on direct service, system planning, database administration, and technical assistance and implementation (TA). Since joining Abt in 2009, Matthews has served in a variety of roles on its U.S. Department of Housing and Urban Development (HUD) Community Compass TA cooperative agreements. She’s also worked on several locally and U.S. Department of Veterans Affairs (VA)-funded TA projects, as well as research, monitoring and evaluation projects. She served as the project director for the VA’s Supportive Services for Veteran Families (SSVF) monitoring project, served on the evaluation team for HUD’s first evaluation of rapid re-housing programs for families (2012), and led the evaluation of Hartford Connecticut’s homelessness prevention and rapid re-housing program (2014).

Lubitz’s expertise includes managing complex health, nutrition, and education programs in collaboration with host governments and the donor community in more than 30 countries.

Kelly Saldana

Kelly Saldana has 25 years of experience in international development and health, including infectious diseases and nutrition. She worked in many regions of the world while serving in senior roles at the U.S. Agency for International Development (USAID). She has worked with public, private, and non-profit sectors and communities. She represented USAID on interagency and international advisory committees and expert groups involving health systems strengthening. Beginning in 2021, Saldana also served as the strategic programming lead for the agency’s COVID-19 response and programmed $6 billion from American Rescue Plan funds to help end the COVID-19 pandemic.
