Diane Paulsell is an applied social scientist with more than 20 years of experience designing, conducting, and overseeing mixed-methods policy-focused research, including national multi-site studies. She has also led rapid cycle learning and program improvement efforts with a variety of human services programs and a foundation-funded research program to advance equitable access to family supportive services. Her areas of expertise range from early care and education to parenting, family engagement, youth development and family supportive policies and programs, including nutrition.

Dr. Caroline Logan is a senior associate and health services researcher with over 15 years of experience in policy-focused mixed methods evaluation design, rigorous data collection and analysis, and development of integrated mixed methods reports and deliverables. Her expertise in federal and state health policy includes Medicare and Medicaid financing and delivery systems, care transformation and system integration, social determinants of health, maternal health, the health and well-being of children, and the intersection of health and housing.

Shelley Martin is a gender and sustainable development advisor with a background in women and youth empowerment, inclusive business and innovation, and human rights in supply chains and communities. Her work has engaged local and global organizations in numerous sectors across 15+ countries, spanning climate-smart agriculture, land rights, finance, entrepreneurship, clean energy, STEM, infrastructure, manufacturing and consumer goods.

Arun Asok is a seasoned impact investor with 15 years of experience investing in and managing a portfolio of impact enterprises across Asia and Africa, particularly those focused on healthcare, financial services, and energy access.  As a senior advisor in Abt’s International Development Division, Arun leads mobilizing private capital and structuring impact investments for various client projects. More broadly, he leads Abt’s private capital and impact investment strategy and execution, and convenes thought leadership activities to champion private capital as a tool for inclusive growth and social and economic wellbeing. Arun’s expertise spans fund structuring, investment management, portfolio management, and business operations while forging public-private partnerships between UN organizations, ministries, developmental institutions, and commercial investors.

Katie Kitchin brings more than 25 years of expertise in housing and human services policy that advances the overall well-being of people and communities. She is a subject matter expert in housing finance/development, technical assistance and training, homelessness, justice, and child welfare housing interventions. At Abt, she directs the company’s state and local housing strategy, and partners with clients, local agencies, and organizations on business development and growth opportunities.

Dr. Anna Koehle is a senior associate with 20 years of experience working in local, state, and federal child welfare programs and services. Dr. Koehle is a Human Services Board-Certified Practitioner (HS-BCP) and a Certified Clinical Trauma Professional (CCTP). Her evidence-to-practice approach to child welfare technical assistance and innovation has allowed her to contribute to systems improvement across the country. Dr. Koehle has lived experience as a foster and adoptive parent and focuses her work on the needs of Black children and families involved with the child welfare system. Her experience includes federal child welfare technical assistance, state child welfare quality assurance, child welfare contracts and grants administration, and human services nonprofit leadership.

Judith A. Alamprese has more than 35 years of experience directing research, evaluation and technical assistance projects in adult education and workforce development. Trained as a sociologist, she has focused on system and individual-level interventions to promote the social and economic well-being of low-skilled adults and at-risk youth. For 18 years she has led the division’s adult learning practice, where her work has ranged from leading rigorous evaluations of innovative practices in basic skills instruction to designing state-systemic change initiatives in career pathways.

Dr. Isabel Ana Nhatave has over 20 years of experience implementing STI/HIV/AIDS; family planning; maternal, newborn, and child health; and cervical cancer programs with a focus on health system strengthening. Dr. Nhatave has worked with national, provincial, and district-level governments and with local health facilities to build health system capacity, including health service management, human resources for health, supply chain management, and quality improvement processes. She has successfully advocated for the establishment of technical working groups and quality improvement and management committees and directorates across health areas within the Mozambique Ministry of Health.

Hoai B. Huynh has more than 25 years of experience in energy, environment, engineering, policy, and program management in the U.S. and internationally. He has worked in the U.S. government, consulting, aerospace and defense industry, and non-profit sectors. He also has had experience leading corporate strategy and growth efforts at Abt Global, Deloitte, AECOM, ICF, and CDM Smith. He has worked for such clients as U.S. Agency for International Development (USAID), Millennium Challenge Corporation, the World Bank, U.S. Environmental Protection Agency (EPA), and the U.S. Trade and Development Agency.   

Dr. Emmanuel Malangalila is a public health specialist with over 40 years as a leader and manager of large-scale multi-sector development projects in Tanzania. He has served as Chief of Party for three USAID projects, working with senior U.S. and Tanzanian government officials in ministries of health, education, finance, and local government; technical specialists; and stakeholders. In his 20 years at the World Bank, Dr. Malangalila provided technical expertise in health policy, private sector engagement, government institutional structure, and multisector regulatory frameworks.
