Approach to Market: FPSP-RFP-2025-3 Building Construction Contractor for Architectural Design Services for The Priority Schools Infrastructure Project

Background

The Fiji Program Support Platform (FPSP, also referred to as the ‘Platform’) is an Australian Government Department of Foreign Affairs and Trade (DFAT) funded initiative. Commencing from January 2025, it will contribute to the delivery of Fiji’s national development priorities, in line with Australia's International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.  

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.  The Fiji Program Support Platform will operate until 30 September 2029.

The Opportunity

Abt Global, through the FPSP, seeks a national, qualified architectural firm registered and based in Fiji to provide architectural design services for the Priority Schools Infrastructure Project (“the Services”) under the Fiji Social Infrastructure Program (FSIP). 

The Services

The key objective of this engagement will be to develop detailed design documentation and obtain necessary local authority approvals for the three distinct components of the Services. 

The three components are as follows: 

  • Component 1: 45 Schools WASH Development Program
  • Component 2: Master Plan and Cost Report and Detailed Design documentation for Suva Primary School and Davuilevu Secondary School
  • Component 3: New Multipurpose Hall for Natovi

Qualification of Service Providers

Response to the RFP must cover all mandatory, technical, and financial criteria.

Submissions will be evaluated by an independent tender assessment panel and successful Service Providers will be formally notified of the outcome of the process.

APEP-2025-009 Appraising Technical Skills and Knowledge of Extension Workers in the Fresh Produce Sector

Overview

The Australia Papua New Guinea Economic Partnership (APEP) is an eight-year, multi-sectoral investment which commenced in April 2022. APEP is delivered as part of the broader Australia Papua New Guinea Partnership which brings strong alignment and integration with the development priorities of the government of Australia and Papua New Guinea (PNG).

APEP will work collaboratively with other Australian investments and development partners, to deliver impactful and sustainable development outcomes across five key engagement areas:

  • EOPO 1 - Safeguarding Macroeconomic Stability
  • EOPO 2 - Strengthening Public Financial Management for Improved Service Delivery and Inclusive Growth
  • EOPO 3 - Supporting More Efficient and Inclusive Markets
  • EOPO 4 - Fostering Inclusive Growth and Expanded Livelihoods
  • EOPO 5 - Catalysing Economic Research and Dialogue.

Gender equality, disability, social inclusion (GEDSI) and women’s economic empowerment (WEE) are central to APEP and integrated across all engagement areas and activities. cross-cutting themes are climate and ensuring the perspectives of First Nations Australians are embedded into APEP planning and implementation.

Regular reflection, reporting, learning, and adaptation are applied to all engagement areas through APEP’s MERLA system.

Scope of Services

APEP is seeking technical assistance (a research group or consultants) with good knowledge of fresh produce production and a background in agriculture training and curriculum development. The successful bidder will work with the Fresh Produce Development Agency (FPDA) to understand the technical capacity of its extension programs, extension workers and its relationships with research and learning institutions.

APEP is seeking technical assistance (a consultant or consulting firm) to consult key stakeholders to complete a comprehensive assessment of fresh produce supply chains and support systems.

The study is expected to involve up to 100 days of consultancy work in-country and spread over the months of April to July 2025. It will require travel to fresh produce growing sites in the Highlands (WHP, Jiwaka, Simbu, EHP) and Lowlands (Lae, Port Moresby and Kimbe) where enterprising commercial growers and aggregators are based. Data collection will also be required in Lae, Port Moresby, Ok Tedi, Lihir and Kutubu where most formal fresh produce markets exist.

RFQ: Camp Gilbert Cadastral Survey Tender

Overview

Solomon Islands - Australia Partnership for Governance is seeking a professional, registered, and licenced local survey company to carry out surveying tasks necessary to facilitate the proposed development to sub-divide part of the land at Gilbert Camp.

Methodology

Cadastral survey

The contractor shall survey / peg out the lot boundaries on the ground as per the approved subdivision design and provide the coordinates of all survey pegs to MLHS for input to MLHS’ GIS (Mapinfo).

Expected Deliverables

The cadastral survey shall involve:

  1. Using Total Station triangulation (double radiation) from known control points, pegging out of all corners and changes in direction of proposed lot boundaries in the subdivision master plan provided by MLHS, of the area that was the subject of the topographical survey. Pegs shall be to a standard required by the Surveyor General.
  2. Producing a table of co-ordinates of each peg, in soft (Excel) and hard copy formats, to be submitted in the Instruction to Survey file.
  3. Producing a survey plan (in .dwg, dng, dxf, tab, excel or other compatible CAD formats, as well as pdf and jpeg formats) as follows:
    • Record all information in metric in the form of field notes and plan drawings to 1:2,500 scale with scale bar, north arrow upright. Prints shall be submitted to the Surveyor General in duplicate for approval. Upon receipt, the drawings shall become the property of the Surveyor General on behalf of the Solomon Islands Government.
    • Coordinates to be in UTM Gux 1, coordinated from existing controls.
    • Alignment of any utility lines and a buffer from either side shall be depicted as an easement
  4. Producing a survey report on the work completed, to the Surveyor General.

Request for Proposal: APEP-2025-012 – Strongim Hub, Strongim Bisnis

Overview

The Australia-Papua New Guinea Economic Partnership (APEP) is a multi-sector investment which is assisting the Government of Papua New Guinea to (PNG) achieve a resilient and diversified economy that provides a high quality of life for all Papua New Guineans. 

The APEP Efficient and Inclusive Markets (EIM) work stream seeks to address common bottlenecks within the system, at both macro and micro levels, to deliver inclusive growth and increase economic opportunities for women, marginalised groups, and rural populations. 

The Strongim Hub, Strongim Bisnis project will work with key partners in the private sector to improve the supply of high quality, demand-driven business support to Micro, Small & Medium Enterprises (MSMEs) in PNG by delivering tailored capacity development support to up to five privately-operated ‘SME Hubs’.

Scope of Services

APEP is seeking to engage an organisation to design and deliver a public Expression of Interest (EOI) process to identify up to five privately-operated SME hubs to participate in the project, conduct organisational capacity assessments, and subsequently deliver a package of organisational development and capacity building support to these hubs over a 7-month period. 

The successful organisation will be required to further support participating hubs to implement immediate, tangible changes within the life of the project, and identify longer term support needs beyond the end of this activity. The successful organisation will deliver this project in collaboration with a local delivery partner organisation which has already been identified by APEP.
