Gary Perlin Elected Chairman of Abt Global' Board of Directors
Gary L. Perlin Bethesda, MD – Gary L. Perlin, the retired chief financial officer of Capital One Financial Corporation, has been elected non-executive chairman of Abt Global’s Board of Directors. Perlin succeeds Stanley J. Lukowski, who has served as chairman since 2009 and will remain on the board.
Perlin, who joined Abt’s board in 2012, has more than three decades of experience in senior finance roles in for-profit and not-for-profit organizations. As CFO of Capital One – one of the largest financial services companies in the nation – Perlin was responsible for the company’s overall financial management. He was named “Best Finance Company CFO” for four years by Institutional Investor magazine between 2007 and 2011.
Prior to Capital One, Perlin served as CFO of the World Bank, where he helped to ensure the institution’s financial strength and ability to support member countries during multiple emerging markets crises. He also served for 11 years in various senior finance positions, including eight years as senior vice president of finance and treasurer at the Federal National Mortgage Association (Fannie Mae). Perlin’s non-profit experience includes serving as Finance Chair of the Board of the United Way of the National Capital Area, an organization he is credited with helping to revitalize in the years following its financial distress in 2002-03.

Perlin holds a bachelor’s degree from Georgetown University’s Edmund A. Walsh School of Foreign Service and a master’s degree in economics from the London School of Economics and Political Science. He earned his Master of Public Administration in economics and public policy from Princeton University's Woodrow Wilson School of Public and International Affairs.
