Elaine
Baruwa, Ph.D.
Elaine Baruwa has more than 15 years of experience conducting program evaluations, economic evaluations, and working on pricing and costing policies and tools for the financing of health services and health systems in Nigeria, Haiti, Ethiopia, China, Bangladesh and other low-income countries.
Baruwa provides technical leadership and quality assurance on health financing, health economics, and monitoring and evaluation for national health programs in sub-Saharan Africa, as well as economic evaluation for HIV and AIDS and malaria. She has led economic evaluations in multiple countries and programs through the Abt-led, USAID-funded Health Systems 20/20 and managed the Health Finance and Governance (HFG) country programs in Haiti and Nigeria. In addition she has carried out strategy development and evaluation work for the World Bank, Global Fund, Gates Foundation and International AIDS Vaccine Institute.
Prior to joining Abt, Baruwa served on the faculty at the Johns Hopkins Bloomberg School of Public Health.
